Capacity Building and Mentoring Services
Terradigm, through its university and college partners and private sector experience has developed a strong capability in capacity development in land administration. Capacity development can be considered a fundamental requirement for sustainability. The UNDP (1997) has defined capacity building as:
The process by which individuals, organizations, institutions, and societies develop abilities (individually and collectively) to perform functions, solve problems, and set and achieve objectives.
This definition generates four important dimensions of capacity development: 1) individual skills in terms of building human capital as an asset; 2) effective organizations with a clear mission and motivated people; 3) inter-organizational relations or network capacities to handle complex, multi-disciplinary tasks; and 4) an enabling environment in terms of functional institutions.
Terradigm provides two types of offerings or learning experiences with respect to capacity development for senior and middle managers in land administration and land information systems: 1) a traditional presentation format with some field practice exposure that covers all aspects of land administration; and 2) a case- and problem-based learning experience focused on building a land administration organization. The former is modular in strucure so can be customized to meet the special requirements of each client. The latter is a fully integrated, hands on experience in which the case studies and problems are chosen for relevance to the situation of each client.
