Terradigm Signs Contract with Ministry of Lands Forestry and Mines, Ghana to Support Customary Land Secretariats

February 17th, 2009

The aim of the consultancy is to strengthen Customary Land Administration in Ghana through the development and strengthening of Customary Land Secretariats (CLSs) as accessible, effective, equitable and accountable local structures for the administration

The Terradigm Team consisted of Land Professionals from Ghana, Canada, the United States and South Africa. These professionals included:

Dr. Ian Methven, Project Director, Centre for Property Studies, University of New Brunswick, Canada

Dr. Susan E. Nichols, Team Leader, Department of Geodesy and Geomatics Engineering, University of New Brunswick Canada

Dr. Rexford Ahene, International Training Specialist, Layfayette College, USA

Dr. John Bugri, Ghanian Training Specialist, Department of Land Economy, Kwame Nkrumah University of Science and Technology (KNUST), Ghana

Dr. Steven Lawry, International Governance Specialist, JFK School of Government, Harvard, USA

Mr. Douglas Korsah-Brown, Ghanian Governance Specialist, Centre for Environmental Law and Development, Ghana

Ms. Erin O'Brien, International Alternative Dispute Resolution Specialist, Pretoria, South Africa

Dr. Susana Lastarria-Cornhiel, International Social Anthropologist, Land Tenure Centre, USA

Ms. Mercy Mawufenya Ackumey, Ghanian Social Anthropologist, School of Public Health, UG Legon, Ghana

This project involved extensive literature review, government reports and internal documents, wide consultation among all stakeholders in Ghana; and a study on the current status of twenty-one Customary Land Secretariats (CLSs).

The Governance Framework for Customary Land Secretariats proposes that development of customary land administration and the CLSs follow a 4-phase evolutionary approach based on customary practice, but one that takes into account current socio-economic changes, governance principles, and contemporary norms of practice. The goal of this evolution is the one-stop shop for citizen/customer land services.
